If you have an older Pi3 that can run it I recommend 3.X over this one.  But for the newer Pi3s with the hardware change here's ARpiCADE_3 v11:

unzip into config-updater and run from the service menu.

FBA will be still installed but no longer used, FBNeo will use the fba rom folder and launcher.   

One notable quirk, to enter service menu hold down coin 1 input for 2 seconds, doesn't look like service/test buttons are straight forward in FBNeo (didn't notice on Pi5... or maybe I missed it somewhere).
